Triage Cloud Transcription

Use on-device transcription to determine if a conversion is of any value. Prune short, useless files and only process on the cloud if there is something substantial.

I got a warning for using the cloud too much but half the transcripts it processed were just background noise or very broken conversations since it picks up everything. Give the servers a break and use on device resources to determine if cloud models will provide any enhancement.
