Receiving Notifications for Already-Completed Tasks

Problem:

Getting notifications for tasks that were already marked complete hours ago.

Impact:

If I already did the thing, I don't need to be reminded to do the thing.

Request:

Fix the notification logic so that completed tasks are excluded from triggering reminders regardless of when they were originally scheduled.
